Security Sector Reform Strategy 2020 – 2024

CONTENT

The Security Sector Reform Strategy (SSRS) of The Gambia (2020–2024) outlines a comprehensive plan to transform the country's security sector into a more accountable, transparent, and people-centered system. It builds on the findings of the 2017 Security Sector Assessment Report and aligns with the National Security Policy (NSP) to address gaps and inefficiencies in the sector.

MAIN OBJECTIVE

The SSRS aims to reform and professionalize The Gambia's security institutions to ensure they are responsive to human security needs, uphold democratic principles, and contribute to national development.

Strategic Priorities

  1. Addressing Post-Authoritarian Legacies: Reforming institutions to eliminate practices from the previous regime that undermined accountability and human rights.

  2. Strengthening Legal and Policy Frameworks: Developing laws and policies to guide security governance and oversight.

  3. Enhancing Civilian Oversight: Empowering civil society and government bodies to monitor and evaluate security institutions.

  4. Tackling Cross-Cutting Challenges: Addressing issues like gender inequality, corruption, and lack of coordination among security agencies.

  5. Institution-Specific Reforms: Implementing targeted reforms for the military, police, intelligence services, and other security bodies.

SUMMARY

The SSRS emphasizes the importance of good governance, human rights, and collaboration with international partners to achieve its goals. It includes measures to:

 

  • Build institutional capacity and professionalism.

  • Promote gender equality and inclusivity in the security sector.

  • Strengthen community engagement and trust in security institutions.

  • Enhance regional and international cooperation to address transnational threats.

The strategy envisions a security sector that is transparent, accountable, and aligned with democratic values, contributing to peace, stability, and socio-economic development in The Gambia.
