OBJECTIVE

To strengthen the stewardship of health financing, develop human resources for health financing; research and development; and monitoring and evaluation.

CONTENT

The Specific Objectives of the Policy are:

• To increase access to quality health care service to the whole population by 2030

• To establish a mechanism for revenue mobilization for the payment of health care services.

• To ensure all financial resources available for health care delivery are pooled in a common basket by 2020 and allocated for both inputs and outputs financing.

• To ensure choice and purchase of evidence based, high impact, cost effective interventions, as well as give appropriate incentives to providers.

• To ensure equity regarding distribution and access in the use of financial resources throughout the country.

• To ensure health services financial risk protection for all. • To improve efficiency in administration of the health financing system.
