• Introduction: Establishes the Ministry's role in maintaining law and order, public safety and national security, while recognizing institutional weaknesses and the need for Security Sector Reform.
• Vision, Mission and Mandate: Seeks to build an effective, efficient and professional Ministry capable of protecting life and property, preventing crime, managing disasters and migration, rehabilitating offenders and enforcing drug laws.
• Strategic Priorities: Focuses on rule of law, public safety, border and immigration management, road safety, narcotics control, prison rehabilitation, institutional capacity, professionalism, civil-security relations and inter-agency coordination.
• Stakeholder/Institutional Analysis: Reviews the major institutions under the Ministry, including the Police, Immigration, Fire and Rescue, Prisons, Refugee Commission and Drug Law Enforcement Agency, highlighting their mandates, capacities and challenges.
• SWOT/Operating Environment: Examines internal strengths and weaknesses and external opportunities and threats affecting the Ministry's performance.
• Strategic Goal 1: Strengthen rule of law, public safety and security through improved policing, emergency response, prison rehabilitation, border management, immigration systems and road safety.
• Strategic Goal 2: Combat transnational organized crime, terrorism, narcotics trafficking and drug abuse through specialized units, intelligence sharing, international cooperation, equipment, training and prevention.
• Strategic Goal 3: Strengthen institutional management and law-enforcement capacity through better coordination, planning, legislation, training, gender mainstreaming, professionalism, staff welfare and improved civil-security relations.
• Implementation: Requires prioritization, coordinated institutional work plans, resource mobilization and collaboration with development partners.
• Monitoring and Evaluation: Establishes KPIs, baselines, targets, quarterly reporting and performance monitoring to track implementation.
• Financing: Relies on Government funding and development-partner support, with costing linked to strategic interventions.
• Results and Accountability: Uses a results framework and clearly assigns responsibilities to the Minister, Permanent Secretary, Planning and Statistics Unit, Internal Audit and Service Chiefs
