The policy emphasizes human security, democratic governance, and rule of law while addressing pressing issues like poverty, gender inequality, organized crime, and environmental sustainability. It highlights the importance of reforming security institutions, fostering inter-agency collaboration, and strengthening legislative frameworks for efficient oversight.

The NSP also focuses on fostering regional partnerships, particularly with Senegal, to tackle transnational crimes and secure borders, while leveraging international support for capacity building. Ultimately, it aims to rebuild public trust in the security sector, ensure national cohesion, and align security efforts with broader socio-economic and developmental priorities.
