Ministry of Petroleum and Energy (MoPE) Strategic Plan 2021-2025 — The Gambia

A five-year strategic plan for MoPE, covering its three sub-sectors: Energy, Petroleum, and Geology/Mining. Key contents:

  • Situational analysis: Diagnostic review of each sector (electricity supply-demand gaps, upstream/downstream petroleum challenges, mineral resource management issues), plus an institutional capacity assessment (ICNA) and SWOT analysis of MoPE itself
  • Strategic framework: Vision, mission, and mandate statements; 6 guiding principles (national ownership, participation, transparency, equity, environmental compliance, partnership)
  • Plan goal: 2 strategic objectives, 4 outcomes, 13 outputs — anchored to NDP 2018-2021 Strategic Priority 5, SDGs, and AU Agenda 2063
  • M&E framework: A detailed results matrix with indicators, baselines, and 2021/2023/2025 targets
  • Implementation arrangements: Policy Committee and Technical Committee oversight structures, a stakeholder responsibility matrix, and a risk analysis/mitigation matrix (political, macroeconomic, fiscal, conflict, pandemic, institutional risks)
  • Annexes: Lists of consulted stakeholders/institutions (by sector), documents reviewed, and M&E activity/reporting templates

Produced through a consultant-led (Acacia Consulting) participatory process involving government, private sector, civil society, and development partners, complicated by COVID-19.
